Income Transfers, Marital Dissolution and Intra-Household Resource Allocation: Evidence from Rural Mexico

چکیده

A growing number of countries have introduced transfer programs in which funds are specifically targeted to mothers. Alternative economic models of the family suggest that such programs may or may not affect the spending patterns of families that remain intact. Some models also suggest that providing income to mothers may lead to an increase in family dissolution. I use data from the experimental evaluation of the Progresa program in Mexico to provide new evidence on the effects of targeted transfers on marital dissolution and intra-familial spending decisions. Families that were eligible for the transfer experienced a significant increase in separation rates, with most of the effect concentrated among indigenous households. The absolute size of the effect is modest (0.7 percentage points), but large relative to the underlying separation rate in the control group. To evaluate the effects on spending decisions of the families, I combine the randomized variation generated by the evaluation with income variation attributable to localized rainfall shocks. Using these two variables as instruments for the overall level of family spending and the amount of outside income received by the mother, I find strong evidence against the hypothesis of strict income-pooling, particularly among indigenous households. A review of both quantitative and qualitative evidence suggests that social norms and property rights that favor women in indigenous communities may help explain the observed differences. The results suggest that targeting transfers to mothers leads to a significant rise in the fraction of the income spent on clearly identifiable children’s goods. ______________________ * Special thanks to David Card, Ken Chay, Ronald Lee, and Ted Miguel for guidance on this paper. Is the Allocation of Resources within the Household Efficient? New Evidence from a Randomized Experiment

This paper studies whether households make Pareto-efficient intra-household resource allocation decisions. It sets out a new empirical test of the collective model that exploits exogenous variation in two distribution factors – variables affecting the resource sharing rule within households. Such variation is necessary to test the condition that consumption good demand responses are proportiona...

Substitution effects in parental investments

Substitution Effects in Parental Investments The paper estimates how parents adjust bride-prices and land divisions to compensate their sons for differences in their schooling investments in rural China. The main estimate implies that when a son receives one yuan less in schooling investment than his brother, he will obtain 0.7 yuan more in observable marital and post-marital transfers as parti...

Intra-Household Arrangements and Health Satisfaction Evidence from Mexico

This paper uses a subjective wellbeing approach to study the role of household arrangements on the health satisfaction of an individual. It also studies the impact of household arrangements on health satisfaction across different income groups, by contrasting two main theories of the family: the altruistic/communitarian theory, which emphasizes altruism within the family, implies that the withi...

Efficient responses to targeted cash transfers

In this paper, we estimate a collective model of household consumption and test the restrictions of collective rationality using z-conditional demands in the context of a large Conditional Cash Transfer programme in rural Mexico. We show that the model is able to explain the impacts the programme has on the structure of food consumption. We use two plausible and novel distribution factors, that...

Rural Poverty Alleviation and Household Consumption Smoothing: Evidence from PROGRESA in Mexico

This study uses three rounds of panel data between October 1998 and November 1999 and covering 506 villages and 24,000 households in rural Mexico, to examine how the replacement of pre-existing subsidy programs by a conditional cash transfer program such as PROGRESA (the Health, Education and Nutrition Program) affects the consumption smoothing of households. The results obtained are consistent...
